I did not find the section on HTML to hard as i have had some experience with coding HTML.
I think the 5 most important rules for writing on the Web are
1. Know your Audience
2. Have a plan
3. Know what you want it to look when finished
4. Find out about your audience (what browsers and such)
5. Keep your text clean and sharp
A top 5 tips for new bloggers well to be honest i am a new blogger but i think just give it a shot and try to to offend anyone
